OFFICE MEMORANDUM

This is regarding arrangements to be made for delivery of heavy parcels received in Post Offices. After detailed deliberations on the matter following instructions are being issued:

1. Keeping in view the wide variations in the local conditions, it was not considered feasible to recommend any one formula or one rate to work out the amount to be paid for delivery of heavy parcels.
2. Since expectation of customers of emerging e-Commerce market is delivery at home, the option of mechanizing the delivery for parcels would need to be explored in earnest. Accordingly, Circles may take action to mechanism parcel delivery in big cities where considerable volumes of parcels are received for delivery.
3. Where mechanization on regular basis is not feasible, special arrangements may be made for the delivery of heavy parcels by hiring vehicles occasionally by Post Office and by clubbing the beats for which high number/weight of parcels have been received.
4. There are provisions in Rule 165 of Postal Manual Volume-VI (Part-I) regarding extra expenditure for delivery of heavy Parcels and Mail articles. Wherever required, Circles may fix rates for payment to mazdoors, hiring of auto rickshaw, thela etc. to support door delivery of each parcel / heavy consignment in consultation with CIFA. Grant of these charges will be subject to observance of Rule 165 of Postal Manual Vol. VI (Part-I)
